That new Section 82C be and it is hereby added to the Code of Public
Local Laws of Allegany County (1955 Edition, being Article 1 of the
Code of Public Local Laws of Maryland), title "Allegany County",
sub-title "County Commissioners", to follow immediately after Sec-
tion 82B thereof, as said Section was enacted by Chapter 132 of the
Acts of 1961, and to read as follows:
82C.
(a) The following definitions shall govern construction of this
section: "Board" shall mean any administrative Board in or of
Allegany County, any State Board sitting in such County either tem-
porary or on a permanent basis, or any individual with discretionary
authority including but not to be limited to: The County Commis-
sioners of Allegany County, the Board of Liquor Commissioners of
Allegany County, the Supervisors of Elections, and the Planning
and Zoning Commission.
"Contested Case" shall mean any proceeding before any Board
wherein any application has been made for any license or other
privilege and there is any opposition to the granting of such license
or privilege or the public interest or statute or rules and regulations
of the Board require that a hearing, either public or private, be held
before the granting of such a license or privilege.
"Applicant" shall mean any person, firm or corporation who, or on
whose behalf, any application for any license or other privilege is
made before any Board.
"Legal Associate" shall mean any person associated in the practice
of law with any other person wherein there is any community of
financial interest.
(b) Notwithstanding the provisions of any law or laws to the
contrary, no attorney shall appear before any Board on behalf of
any applicant in a contested case where any member of the Board
is a partner or legal associate of such attorney.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to repeal and re-enact, with amendments, Section 30 (a) of
Article 33 of the Annotated Code of Maryland (1962 Supplement),
title "Elections", sub-title "Registration by Judges Acting as
Boards of Registry", allowing judges of election in Worcester
County to conduct registration of voters at times other than prior
to primary elections.
