AN ACT to repeal and re-enact, with amendments, Sections 531 (a),
531 (b), 534 (a), 541, and to add new Section 530 (c) to follow
immediately after Section 530 (b) of the Code of Public Local
Laws of Washington County (1957 Edition, being Article 22 of
the Code of Public Local Laws of Maryland), title "Washington
County", sub-title "Sanitary Districts", as the aforesaid Sections
531 (a) and (b) and 541 were last amended by Chapter 743 of
the Acts of 1961; to make provision for a compact between Wash-
ington County and the City of Hagerstown whereunder the City
of Hagerstown would sell or lease its water and sewer plants to a
new sanitary authority THE SANITARY DISTRICT TO BE
known as Hagerstown-Washington County Sanitary Authority,
DISTRICT, OR OTHER NAME AGREED UPON BY THE CITY
OF HAGERSTOWN AND THE BOARD OF COUNTY COMMIS-
SIONERS OF WASHINGTON COUNTY as successor designation
of TO the Washington County Sanitary District, removing certain
limitations as to residence requirements of members of the Wash-
ington County Sanitary Commission, providing for future enlarge-
ment and reconstituting of the membership of the Sanitary Com-
mission and specifying manner of appointment and qualifications
for membership, revision of ceiling as to amount of general obliga-
tion bonds, that may be issued by the Sanitary Commission, revi-
sion of requirements as to imposition by Sanitary Commission of
connection charges on sewer or water lines.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 530 of the Code of Public Local Laws of Washington
County (1957 Edition, being Article 22 of the Code of Public Local
Laws of Maryland), title "Washington County", sub-title "Sanitary
Districts", as said section was last amended by Chapter 743 of the
Acts of 1961, be and it is hereby amended by the addition thereto
of new sub-section (c) to follow immediately after sub-section (b)
thereof, to read as follows:

(c) Any provisions of sub-section (a) hereof to the contrary not-
withstanding, if the City of Hagerstown, acting pursuant to resolu-
tion duly enacted by the City Council, by compact entered into with
the County hereafter consents to sell, lease, or otherwise make
available to a new sanitary facility authority both its entire water
system and its entire sewerage system, then the County shall by
ordinance or resolution filed and recorded as provided in Section 529,
change the name of the District to Hagerstown-Washington County
Sanitary Authority; DISTRICT, OR OTHER NAME AGREED
UPON BY THE CITY OF HAGERSTOWN AND THE BOARD OF
COUNTY COMMISSIONERS OF WASHINGTON COUNTY; pro-
vided, however, that such change in name shall in nowise impair or
divest any property or contract rights acquired or belonging to any
person prior to the passage of any such ordinance or resolution;
provided, further, that the Hagerstown Washington County Sanitary
Authority DISTRICT SO REDESIGNATED shall have and succeed
to all the rights and powers granted the District under this sub-title,
