CHAPTER 567
(Senate Bill 566)

AN ACT to repeal and re-enact, with amendments, Section 833 of the
Code of Public Local Laws of Washington County (1957 Edition),
being Article 22 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Washington County", sub-title "Washington
County Youth Commission", that section having been added by
Chapter 284 of the laws of 1961, providing certain changes in the
membership and terms of membership of the Washington County
Youth Commission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 833 of the Code of Public Local Laws of Washington
County (1957 Edition), being Article 22 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Washington County",
sub-title "Washington County Youth Commission", that section
having been added by Chapter 284 of the laws of 1961, be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:

833. (a) The County Commissioners of Washington County are
hereby authorized and directed to establish the Washington County
Youth Commission.

(b)  The membership shall consist of [thirteen (13)] fifteen (15)
persons, one of whom the membership shall designate as the Chair-
man.

(c)  Regular members of the Commission shall be the Judge of
the [Juvenile Court] Circuit Court, Division of Juvenile Causes of
the County, the Superintendent of Schools for the County, the
Director of the County Welfare Board, and the County Health Officer.
The above listed members may be represented on the Commission by
a duly authorized person from the respective board or department,
providing said designated person is acceptable to the County Com-
missioners. The remaining [nine] eleven members shall be appointed
by the County Commissioners and at least one of whom shall be a
Minister, one a person conversant with the problems of labor, one
with a thorough knowledge of law enforcement, one shall be a woman,
[two] four school students, [one] two of whom shall be [a] females
and [one a] TWO males. To complete the membership composition
all due consideration shall be given to those persons who are mem-
bers of the community services council of Washington County,
Maryland, Inc.

(d)  The persons to be appointed by the County Commissioners
shall each be appointed for a period of three years and shall not be
subject to reappointment for more than two terms without the lapse
of one year at the end of the second term. The school students shall
be appointed in October of their junior year for a term of two years.
The members of the Commission shall serve without pay. Those
originally appointed shall serve terms as follows: three for one
year; two for two years; and three for three years, and thereafter
all terms shall be for three years.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
