(b) Whenever any person who has filed a certificate of candidacy
for nomination in any primary election shall, in a writing signed by
him or her, and acknowledged before a justice of the peace or notary-
public, notify the officer or board with whom the certificate of candi-
dacy is required to be filed by this article, at least 65 days before
the said primary that he or she desires to withdraw as a candidate
for such nomination, such certificate of candidacy shall thereupon be
and become void; and the name of any person so withdrawing shall
not be printed upon the ballots to be used such primary election [and
the filing fee shall be refunded]. The filing of a valid certificate of
withdrawal of candidacy is a final act of withdrawal; and a person
who files such a certificate of withdrawal may not reinstate his or her
candidacy, unless the time limit for the filing of candidacies has not
expired. No filing fees shall be refunded to persons who withdraw in
accordance with this section, subject however to Section 58 of this
Code.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(Senate Bill 534)
AN ACT to repeal and re-enact, with amendments, Section 68 of
Article 33 of the Annotated Code of Maryland (1962 Supplement),
title "Elections", sub-title "Nomination by Petition", requiring
nominees by petition to pay for the costs of publication of can-
didacy prior to such publication.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 68 of Article 33 of the Annotated Code of Maryland
(1962 Supplement), title "Elections", sub-title "Nomination by Pe-
tition", be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
68.
Within thirty days after the filing of any nominating petition, the
Secretary of State, in cases of such petitions filed with him, shall
cause to be published at least once in a daily newspaper of general
circulation throughout the State, the names of all signers of any
such petition, together with an explanation of the nature of any
such petition to which said persons' names are affixed. Where such
petitions are filed with the boards of supervisors of elections, said
board within thirty days after the filing of such petition shall cause
to be published at least once in a newspaper of general circulation
throughout the county, or the City of Baltimore, as the case may be,
the names of all the signers of any such petition, together with an
explanation of the nature of the petition to which such persons'
names are affixed. The cost of such publication shall be paid PRIOR
TO SUCH PUBLICATION by the nominee prior to such publication
