every county in this State may cooperate within the terms of this
section and sub-title for the construction and reconstruction of hos-
pitals and related facilities, by contributions up to one-third of the
cost of any hospital or facility. For this purpose, the County Commis-
sioners or County Council may levy or appropriate from the general
funds of the County; or they may (within the limits of any restric-
tions upon their borrowing power) secure the necessary moneys or
any portion thereof by the issue of bonds or other certificates of
indebtedness, pledging the full faith and credit of the county to the
payment of interest and principal thereon. For the purposes of this
sub-section, the State Board of Health as the sole agency to represent
the State shall represent and cooperate with the county.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to repeal and re-enact, with amendments, Section 2 (b) of
Article 66B of the Annotated Code of Maryland (1962 Supple-
ment), title "Zoning and Planning", sub title "Planning", sub-
heading "Title 2—Zoning", to provide for alternate members of
the Board of Appeals under zoning laws in this State.
AN ACT TO ADD A NEW SECTION 22 (B-l) TO ARTICLE 66B
OF THE ANNOTATED CODE OF MARYLAND (1957 EDI-
TION AND 1962 SUPPLEMENT), TITLE "ZONING AND
PLANNING", SUB-TITLE "PLANNING", SUB-HEADING
"TITLE 2--ZONING", AMENDING THE ZONING LAWS OF
THE STATE IN ORDER TO PROVIDE FOR ALTERNATE
MEMBERS ON THE SEVERAL BOARDS OF APPEALS.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 22 (b) of Article 66B of the Annotated Code of Mary-
land (1962 Supplement), title "Zoning and Planning", sub title
"Planning", sub heading "Title 2—Zoning", be and it is hereby
repealed and re enacted, to read as follows:

(b) The board of appeals shall consist of three members. The
term of office of the members of the board shall be three years. They
shall be appointed by the mayor, confirmed by the council, and re-
movable for cause, upon written charges, and after public hearings.
Vacancies shall be filled for the unexpired terms of any member
whose terms become vacant. Provided, however, that in Anne
Arundel County said board shall consist of five members for terms
