The bill entitled, an act for the establishment of a Normal
Training school for teachers, and an orifice in connection
therewith, for the collection and dissemination of information
on the subject of education, at St. John's College, in the
city of Annapolis;
The question being on the following substitute for said
bill:
Whereas, by act of Assembly of 1784, chapter 37, it is de-
clared, that a college or seminary of learning, by the name
of St. John's College, should be founded and maintained for-
ever, upon the most liberal plan for the benefit of youth of
every religious denomination, "and for the further establish-
ment and encouragement of said College, it was enacted; that
the sum of $4,666.66⅔, be annually and forever thereafter
given and granted, to be applied by the visitors and gover-
nors of said College, to the payment of salaries to the Princi-
pal, Professors and Teachers of said College; and whereas,
by the act of Assembly of 1805, chapter 85, said annuity was
withdrawn and the sum of $1,666.66⅔, of said annuity is still
withheld; Therefore,
Section 1. Be it enacted by the General Assembly of Mary-
land, that the additional sum of $1,666.66⅔, be and the same
is hereby appropriated, to be paid annually out of the Treas-
ury, to the visitors and governors of St. John's College, for
use of said College.
Sec. 2. And be it enacted, That this act shall take effect
from the date of its passage.
The House considered the following amendment to said
substitute:
"Sec. 2. And be it enacted, That this appropriation is made
on the condition that the Governor of this State shall be au-
thorised to appoint six visitors on the part of the State in the
Board of Visitors of St. John's College, in addition to the
officers of the State, who are now ex-officio members of the
Board; and in case of the acceptance of this act by the Board
of Visitors of St. John's College, the Governor is hereby au-
thorised and required to appoint, annually, by and with the
advice and consent of the Senate, six visitors on the part of
the State, in St. John's College;"
Which was assented to.
Also, considered the following amendment:
"And that the sum of one thousand dollars is hereby ap-
propriated to be paid annually by the Treasurer upon the
warrant of the Comptroller, for the use of the Allegany coun-
ty Academy;"
Which was not assented to.
