842           JOURNAL OF PROCEEDINGS         [March 6,

Mr. Contee proposed the following amendment,

In section 1, line 1, after the word "vessels" insert ''over
two hundred tons burthen,"                                   

Which was assented to.

Mr. McPherson proposed the following amendment:

"Section 3. And he it enacted, That nothing in this act
shall apply to vessels under five hundred tons."

Which was not assented to.

The question then recurring on the motion to strike out all
after the enacting clause and inserting the substitute offered
by Mr. Lynch, of Baltimore city;

It was determined in the affirmative.

The said bill, as amended, was then read the second time,
and ordered to be engrossed for a third reading.

On motion of Mr. Goldsborough,

The rules were suspended, and said bill was read the third
time, and passed by yeas and nays, as follow :
