Mr. Forrest offered the following order:

Ordered, That it be entered on the Journal that the Dem-
ocratic members of the House have consumed a great deal of
its time in useless political discussions.

Mr. Forrest called the previous question;

Which was not sustained;

Mr. Magruder moved that the whole matter be referred to
the next General Assembly;

Which was determined in the affirmative.

The hour having arrived for taking up the order of the

The House resumed the consideration the bill entitled an
an act to provide for taking the sense of the people upon the
expediency of calling a convention to frame a new Constitu-
tion and form of Government for this State, and to provide
for the election of delegates to said Convention.

On motion of Mr. Kilbourn,

The House resolved itself into a committee of the whole;
Mr. Dail, of Dorchester, in the chair.

After some time spent in committee of the whole, the
Speaker resumed the chair, and

Mr. Dail, chairman of the committee of the whole, re-
ported that the committee had considered the bill, together
with the proposition to strike out the second section thereof,
and recommend that the bill pass without the proposed
amendment;

Which was accepted.

Mr. Kilbourn then withdrew his motion to strike out the
second section.

Mr. Alexander proposed the following amendment:
