Leave was granted the Committee on Education to intro-
duce a bill to provide for the election or appointment of a
Board of Commissioners in each county and the city of Balti-
more, to have full control over Public Schools.

The Speaker presented a petition against a law prohibiting
swine, sheep, and cattle from running at large within ten
miles of Baltimore city;

Which was referred to the Baltimore county delegation.
On motion of Mr. Belt.

Leave was granted to the committee on Education to intro-
duce a bill for the better regulation of Public Schools in the
counties of this State.

The bill entitled, an act to incorporate the Methodist Epis-
copal Church at Port Deposit, in Cecil county;

Was read the second time, and ordered to be engrossed for
a third, reading.

The bill entitled, an act to allow the Clerk of the Circuit
Court for Prince George's county to draw and assort the
names of Jurors summoned to any term of said court;

Was read the second time, and ordered to be engrossed for
a third reading.

The bill entitled, an act to allow H. M. Langley, late a
collector of Election District, No. 1, of St. Mary's county, fur-
ther time to complete his collections;

Being upon its second reading,

Mr. Neale proposed the following amendment:

In section 2, line 6, after "allowed thereon," insert "Pro-
vided that said affidavit shall not be held to be conclusive evi-
dence of indebtedness to said collector, but merely prima facie
evidence of said indebtedness;

Which was assented to.

The said bill, as amended, was then read the second time,
and ordered to be engrossed for a third reading.

The bill entitled, an act to authorise the vestry of Christ
church, Queen Caroline Parish, in Howard county, to hold
lands for church purposes;

Was read the second time, and ordered to be engrossed for
a third reading.

The bill entitled, an act to authorise James H. Thomas, of
St. Mary's county, a free negro, to dispose of his real and
personal estate by last will and testament, or alienate the
same by deed or other conveyance;

Being upon its second reading.
