So the House refused to assent to the substitute.
Mr. Lynch, of Baltimore county, proposed the following
substitute:
Whereas, The provisions of this act, are in direct conflict
with, and destroy, one of the great privileges that the people
of Baltimore county now enjoy in electing their school com-
missioners ;
And whereas, the bill appoints the Register of Wills of the
several counties, as treasurer of the school Boards, instead of
allowing said Boards to appoint some person responsible to
themselves, they being properly the representatives of the in-
terest of public schools ;
And whereas, the bill provides for more grades of schools
than are required in the counties, thereby complicating the
system and embarrassing the legitimate objects of a plain and
practical public school system ;
And whereas, The operation of the bill will be wholly
impracticable, and calculated to retard the progress of public
schools instead of promoting their interest in Baltimore
county;
And whereas, The bill provides for a special tax in certain
cases, which, in its result, will ultimately overthrow the sys-
tem and destroy all uniformity in the different school districts
in the several counties, especially in Baltimore county ;
And whereas, the provisions of the bill grant certain privi-
leges to the city of Baltimore, which are denied to the coun-
ties—1st. in the appointment or election of School Commis-
sioners; 2d. in the appointment, of a Treasurer; and 3d. in
requiring the tax in the city to be uniform ;
Therefore, be it enacted by the General Assembly of Ma-
ryland, That Baltimore county be and is hereby exempted
from the provisions of this act.
Mr. Rogers moved to lay the substitute on the table;
Which was determined in the affirmative.
