614             JOURNAL OF PROCEEDINGS [Feb. 26

appointment of a commissioner to perpetuate the lost records
of Dorchester county.

Which was read the first time.

Mr. Walker, from a select committee, reported favorably
on the bill entitled, an act to change the name of Lucretia
Smithson, of Baltimore county, to Lucretia Bosley;

Which was read the first time.

Mr. Dorsey, from the committee on Lotteries, to whom was
referred the bill entitled an act, to prevent the introduction
into this State of Fraudulent Lottery tickets of other States or
the United States, made the following

REPORT:

The committee on Lotteries to whom was referred the ac-
companying bill entitled, * 'an act to prevent the introduction
into this State of Fraudulent Lottery tickets of other States,
or the United States;'7 having duly examined and carefully
considered the same, beg leave to report, that the objects de-
sired to be reached by the first section of this act, are fully
covered by act of 1856, chapter 28; and therefore, further
legislation is unnecessary on that point. And that the pro-
visions of section second of this act, seem to be in direct con-
flict with the provisions of the contract made April 12th,
1852, between the State of Maryland of the one part, and
Richard France, of the city of Baltimore, of the other part,
known as the Lottery Grant; and to pass such an enactment
would, in their opinion, be a direct violation of the plighted
faith of the State of Maryland. Therefore, we unanimously
report unfavorably on the bill.

M. Dorsey, Chairman.

Mr. Goldsborough, from the committee on Corporations, re-
ported favorably on the bill entitled, an act to increase the
corporate powers of the Curtis Creek Wharf and Rail Road
Company ;

Which was read the first time.

Mr. Allender, from a select committee, reported favorably
on the Senate bill entitled, an act explanatory of an act en-
titled, an act to incorporate companies to make several Turn-
pike Roads through Baltimore county, and for other purposes,
passed January session, 1805, chapter 51, in regard to the lo-
cation of turnpike gates;

Mr. Rohrer, from a select committee, reported favorably on
a bill entitled, an act to authorise the trustees of the M. E.
Church in the town of Sharpsburg, in Washington county, to
sell a certain lot of ground in said town ;

Which was read the first time; also,
