Which was determined in the affirmative.

The said bill being upon its second reading,

Mr. Mackubin proposed the following amendment:

" Strike out the 4th section;"

Mr. Belt proposed the following substitute for said amend-
ment:

Strike out the "enacting clause ;"

The yeas and nays being demanded upon the substitute
offered by Mr. Belt, appeared as follow

the words "that they did not open," and insert " to have
opened;"

Which amendments were not assented to.
Mr. Rogers proposed the following amendment:
Section 1, strike out all after the word "Baltimore" in the
10th line.
