478           JOURNAL OF PROCEEDINGS         [Feb. 20,

Mr. Smith, of Baltimore city, from the committee on In-
spections, reported favorably on a bill entitled, an act to pro"
vide for the inspection of Guano, Agricultural Salts, and all
artificial and manufactured manures, and for the appointment
of Inspectors thereof, of the city of Baltimore ;

Which was read the first time; also,

Reported favorably on a bill entitled, an act to regulate the
inspection of Lime in Baltimore city ;

Which was read the first time; also,

Favorably on a bill entitled, an act to regulate the inspec-
tion of Flour in the State ;

Which was read the first time.

Mr. Stirling, chairman of the committee on Ways and
Means, reported favorably on a bill entitled, an act to authorize
the comptroller to settle with William H. Jones, late collector
of direct tax for Somerset county, in the manner therein stated;

Which was read the first time.

Mr. Wyville, from a select committee, reported favorably
on a bill entitled, an act to authorize Bennett F. Gwynn to
settle his account as guardian to William H. H. Edelen, and
deliver over the estate to his said ward ;

Which was read the first time.

Mr. Duvall, from a select committee, reported favorably on
a bill entitled, an act to grant a donation to the Brookevill
Academy, in Montgomery county ;

Which was read the first time.

Mr. Stirling, from a select committee, reported favorably
on a bill entitled, an act allowing compensation to William
D. Grim, John L. Herring, James L. Dorsey, James H. Stone,
Charles A. Talbott, Benjamin Dyer and Charles H. Bowen,
agents for the collection of taxes in arrears in the city of Bal-
timore, due the State of Maryland ;

Which was read the first time.

Mr. Spence, from a select committee, reported favorably on
a bill entitled, an act to provide for the increase of the per
diem allowance of the Commissioners of Worcester county;

Which was read the first time.
On motion of Mr. Mackubin,

The rules were suspended, and the bill entitled, an act to
compensate James Revell, for professional services rendered
the State as counsel in the matter of the application of Joseph
Christie, for a habeas corpus, by appointment of the Governor;

Was read by special order, the second and third times, and
passed by yeas and nays, as follow:
