Mr. Mackubin, from the committee on Inspections, repor-
ted favorably on the bill entitled, an act authorising the Gov-
ernor to appoint four inspectors and measurers of all manures
heretofore sold by the cart load; provide for their compensa-
tion, and determine what quantity shall constitute a load;
