370            JOURNAL OF PROCEEDINGS [Feb. 13,

SATURDAY, Feb. 13th, 1858.

The House met, and was opened with prayer by the Rev.
Mr. Graff.

Present at the call of the roll, the following members:

Messrs. Berry, Sp'r, Wickes, Meginnis, Tongue, Mackubin,
Kilbourn, Griffiss, Magruder, Burgess, Stonestreet, Walker,
Ford, of Balt. county, Lynch, of Balt. county, Goldsborough,
Moore, Tilghman, Davis, Belt, Wyville, Larrimore, Sudler,
of Queen Anne's, Landing, Thomas, Bowlus, Root, Koons,
Hobbs, Hanway, Bacon, McGonigal, Stirling, Rogers, Mc-
Pherson, Smith, of Baltimore city, Lynch, of Baltimore city,
Harrington, Crowley, Forrest, Alexander, Gray, Schnebly,
Thruston, Kilgour, Barnard, Mountz, McKinstry and Wel-
ling.

The proceedings of yesterday were read.

Mr. Kilbourn presented a petition for a new primary
school district in Anne Arundel county;

Which was referred to the committee on Education.

Mr. McGonigal presented a petition from A. Knotts, Chas.
H. Tarre and one hundred and ten other citizens of Caroline
county, to sell the time of free negroes, in certain cases, for
debt;

Which was referred to the committee on Colored Popula-
tion.

Mr. McGonigal presented a petition from sundry citizens
of Caroline county, to authorise James Wheeler, a free negro,
to hold certain real estate, and convey the same;

Which was referred to the committee on Judiciary.

Mr. McGonigal presented a petition of sundry citizens of
Caroline county, to authorise Daniel Gibson, a free negro, to
hold and convey certain real estate;                               

Which was referred to the committee on Judiciary.

Mr. McGonigal presented a petition of sundry citizens of
Caroline county, to authorise Peter Sullivan, a free negro, to
hold and convey certain real estate;

Which was referred to the committee on Judiciary.

Mr. Mackubin presented a memorial from sundry citizens
of Anne Arundel county, protesting against the creation of a
new School District out of the present District No. 19 ;

Which was referred to the committee on Education.

Mr. Hanway presented a petition from James Stansbury an
others, to provide for the appointment of an additional magis-
trate in the Fourth Election District in Harford county ;
