280              JOURNAL OF PROCEEDINGS [Feb. 8,

Also, presented the Report of the Board of Managers of the
House of Refuge.

[See Document J.]
Also presented the following communication :

Treasury, Annapolis, Feb. 6, 1856.
To the Honorable J. S. Berry,

Speaker House Delegates:
Sir :—

In compliance with an order of the House, of the 5th inst.,
requiring "the Treasurer to report whether the Baltimore
and Ohio Railroad Company have paid into the treasury of
this State, all moneys by said corporation due this State; and
if said corporation have not so paid—the reason why? The
amount, principal and interest of said deficit; and if payment
should have been heretofore made, when the failure to make
the same first took place—and why ?"

The Treasurer reports that he is not aware that the Balti-
more and Ohio Railroad Company has failed to pay any mon-
eys due to the State, except the tax on the bonds of the com-
pany, which is in arrear for 1857.

The company does not, nor has it ever paid into the
treasury, the interest on the loan of three million two
hundred thousand dollars of Sterling Stock, issued by the
State for its use, but has itself paid said interest in London.

The laws on this point are complex and obscure, and the
Treasurer would be gratified to receive from the Legislature
instructions as to the proper construction.

Very Respectfully,

Your obedient servant,
D. CLAUDE,

Treasurer.
