made to the Acts of Assembly authorising the several loans;
giving the amounts of said loans; the rate of interest; the amounts
purchased by the Sinking Fund; the amount outstanding; the
interest, when payable; the debt, when redeemable; and the pur-
poses for which it was constructed.

In conclusion, the Comptroller feels justified in expressing the
opinion, that unless the reduction of taxes and the expenditure
of moneys on hand exceed the sum of $300,000, the ability of.
the State regularly to meet its liabilities will not be endangered.
