16                 JOURNAL OF PROCEEDINGS.            [Jan. 8,

Mr. Wickes, presented a petition of E. F. Perkins and others,
of Kent county, to permit the Reed-rifle Corps to build an armory
over the market house in Chester town;

Which was referred to the Kent county delegation.

Messrs. Alexander and Kidd, from the joint committee appoint-
ed to wait upon his Excellency the Governor, and inform him of
the organization of the two Houses of the General Assembly,
and that they were prepared to receive any communication he
might see proper to make, reported that they had performed the
duty assigned, and had been requested by his Excellency to say
that in a few minutes he would make a written communication
to the General Assembly.

The message from the Executive, was then received at the
hands of J. Pinkney, Esq., Secretary of State.

Mr. Magruder, moved that the Message be laid on the table, and
demanded the previous question.

Mr. Contee, objected that a motion and demand for previous
question cannot be made at the same time.

The Chair decided that the motion and demand for the previous
question are in order.

Mr. Contee appealed from the decision of the Chair.
