To the 3d, 4th, he has no knowledge.

To the 5th, he says he believes it would not.

To the 6th, he has no knowledge.

To the 7th, he says he has.

To the 8th, 9th, 10th, he has no knowledge.

To the 11th, he says he believes the cruising at sea of Pilots,
40 or 50 miles from the capes, would be beneficial.

To the 13th, he says it is the captain's business to make the
capes before he gives up the ship, if the weather be foul, pru-
dence requires he should not run in.

Of the 33d, he has no knowledge.

James Hooper, sworn.—To the 1st, 2nd, 3d, 4th, he has no
knowledge.

To the 5th, he says he thinks they receive sufficient protec-
tion under the present law, without the compulsory feature.

To (he 6th, he says he thinks the best interests of commerce
would be subserved by a system open to competition.

To the 7th, he says he thinks it would lessen the amount of
trade.

To the 8th, 9th, 10th, 11th, 12th, he has no knowledge

To the 13th, they do not own as many boats as required; as
to the balance of the 13th interrogatory, he knoweth not.

To the 14th, 15th, he has no knowledge.

To the 16th, he says he has been actively engaged in trade
for many years, thinks the present Pilot system beneficial com-
pared to the old one, because it invites vessels coastwise and
foreign, and also invites competition.

To the 17th, he says he thinks they could be decreased.

To the 18th, he says he was a merchant, but at present is en-
gaged in the shipping business.

To the 19th, he has no knowledge.

To the 20th, he says five sixths or nine-tenths of the masters
navigate their vessels without the aid of a Pilot.

To the 21st, he says he was not in favor of a change of the
Pilot laws of 1852.

To the 22nd, he says he believes it would.

To the 23d, about 40.

CROSS INTERROGATIONS.

To the 10th, he says he is.

To the 12th, he says he thinks it would be.

To the 14th, he says he thinks forty dollars a month is suffi-
cient compensation for a Pilot, exclusive of the wear of his
vessel.

To the 15th, he knows there has been many disasters outside
of and near cape Henry.
