On motion of Mr. Mills,

Leave was granted the Carroll county delegation to report
a bill entitled, an act to incorporate the Westminster Savings
Institution.

Mr. Krafft presented the memorial of the Home of the
Friendless, praying aid toward the erection of a building for
the purposes of their charitable institution;

Referred to the Baltimore city delegation.

Mr. Krafft presented a petition from Charlotte Pecor, for-
merly Sewell, praying for a pension;

Referred to the committee on Pensions.

On motion of Mr. Denison, of Baltimore county,

Leave was granted the Baltimore county delegation, to
bring in a bill entitled, an act to incorporate the Hillen Road
company, of Baltimore county.

Mr. Jacobs proposed the following resolutions :

Whereas, at the 24th anniversary of the American Aboli-
tion society held in city Assembly Rooms in New York city,
in the month of May, 1857, a certain Francis Jackson, of
Boston, treasurer of the society, reported that during the
current year the receipts of the society were $19,300, and of
the auxiliary societies of New York, Pennsylvania, Ohio and
Michigan, $18,856, making a total of $38,162 from those
sources; and whereas, said American Abolition society also
received for the same year, as appears from said report, the
further sum of $158,750, from the Exeter Hall Emancipation
society in the city of London, Great Britain: and both of said
two sums make an aggregate of $196,912; and whereas, the
London Times newspaper, of high repute on all questions
involving the policy of England towards this country, dis-
tinctly declares that this money was given as a bounty on
slaves, i. e, to decoy them from their owners and induce them
to runaway; and whereas, a certain Hiram K. Wilson, of
Worcester, in the State of Massachusetts, did go up into
Canada and take a census of all such runaway slaves during
winter of 1856; and reported their numbers to be 35,000, since
augmented to 45,000 at the present time.

And whereas, a certain Thomas Garrett, of the city of
Wilmington, in the State of Delaware, did attend said anni-
versary meeting, held as aforesaid, in the city of New York,
in May, 1857, and did there and then show by his books of
record and entry, where he had stolen 2,059 slaves, and for-
