The said bill was then sent to the Senate.

The Secretary of the Senate delivered the following mes-
sage:

By the Senate,

March 9th, 1860.
Gentlemen of the House of Delegates :

We have received your message returning a Senate bill en-
titled, an act to add a new article to the code of public local
laws for St. Mary's, Calvert, Howard, Kent and Baltimore
counties, entitled, an act to appoint a Board of Commissioners
for the better regulation of the free colored population of said
counties, with certain amendments proposed by your honor-
able body. We respectfully ask your honorable body to re-
cede from the amendments by which Anne Arundel, Dorches-
ter and Caroline counties were inserted in said bill.

Mr. Morgan proposed the following :

By the House of Delegates,

March 9, 1860.
Gentlemen of the Senate :

We have received your message asking that the counties of
Anne Arundel, Dorchester and Caroline counties, be exempted
from the operation of the Senate bill to add a new article to
the code of public local laws for St. Mary's, Calvert and other
counties, and concur therein.

Chief Clerk.

Which was assented to and sent to the Senate;
Also, delivered the following :

March 9, 1860.
Gentlemen of the House of Delegates :

We propose, with the concurrence of your House, to ap-
point 2 o'clock, P. M., this day, for the election of three to-
bacco commissioners, as provided for by the bill just passed.
