forbidding the clerk of the Circuit court for Kent county
to issue licenses to sell spiritous and fermented liquors unless
upon the recommendation of the grand jury;

Mr. Miller, from a select committee, reported favorably on
a bill entitled, an act to amend the 61st section of the 8th
article of the code of public local laws relating to election
districts in Cecil county by changing the divisional line be-
tween election districts Nos. 3 and 5;
Also, a bill entitled, an act to amend the 176th section of
the 8th article of the code of public local laws relating to
the pay of the sheriff of Cecil county for keeping prisoners
by increasing his pay;
Which were severally read the first time.
Mr. Freaner, from a select committee, reported favorably
on a bill entitled, an act to amend the 2d section of the 67th
article of the code of public general laws which prescribes
before whom certain officers shall take the oath of office by
excepting the Comptroller from the provisions thereof;
Also, a bill entitled, an act to amend the 1st, 2d and 4th
sections of the 22d article of the code of public general laws
relating to the qualification bond of the Comptroller by au-
thorising the Comptroller to qualify and give bond before a
judge of the Court of Appeals, and authorising such judge
to approve his bond;

in Montgomery county;
