public general laws, relating to the education of the deaf and
dumb, by striking out the 1st, 2nd, 3rd, 4th, 5th and 6th
sections thereof, and substituting the following sections there-
for.

The rules were suspended, and the House took up for con-
sideration the bill entitled, an act in relation to the debt due
