The title was amended, by substituting the following:

A bill entitled, an act to amend article 33, of the code of
public general laws, relating to the education of the deaf and
dumb, by striking out the 1st, 2nd, 3rd, 4th, 5th and 6th
sections thereof, and substituting the following sections there-
for.

On motion of Mr. Long,

The rules were suspended, and the House took up for con-
sideration the bill entitled, an act in relation to the debt due
to the State from the Tidewater Canal company and the Sus-
quehanna Canal company;

The said bill was then read the second time, and by special
order the third time, and passed by yeas and nays as follow;
