The Secretary of the Senate delivered the bill entitled, an
act to authorise Matilda Dorsey, trustee under the will of
Sally Ridgely, deceased, to sell and convey certain real estate
held under said will in trust for certain negroes, and to in-
vest the proceeds under the direction of the Orphans' court
of Frederick county;

Which was read the first time, and referred to the Freder-
ick county delegation.

Also, the bill entitled, an act to incorporate the Howard
and Montgomery Turnpike company;

Which was read the first time, and referred to the com-
mittee on Corporations.

On motion of Mr. Parran.

Ordered, That the committee on Claims be and they are
hereby directed to pay seventeen dollars mileage to all who
are now entitled to mileage, and to deduct from the per diem
of all who have received more than the above sum such ex-
cess;

Which was not adopted.
On motion of Mr. Coudy,

The rules were suspended to enable him to present the fol-
lowing:                       

The petition of John J. Thomas and 25 other citizens of
Washington county, asking the reduction of license of keepers
of hotels and others;

Which was referred to the committee on Ways and Means.

The Secretary of the Senate delivered the following mes-
sage:

By the Senate,

March 1st, 1860.
Gentlemen of the House of Delegates:

The hour proposed by your honorable body for the election
of the United States Senator, having passed, we propose with
your concurrence to proceed to that election, to-morrow at 12
o'clock, M.
