The said bill being upon its second reading,
Mr. Burgess proposed the following amendment:

At the end of the 3rd section, add: "Provided, however,
that said commissioners shall not dispose of any of said ware-
houses, or any lot or lots wherever said warehouse or ware-
houses are located, for a sum less than the estimated value of
said warehouse or warehouses, the lot or lots upon which said
warehouses stand, and the said commissioners shall be requir-
ed to sell the same at public auction, after having first given
public notice of at least ten days previous to said sale, pro-
vided the sum bid shall equal or exceed the estimated value ;"

Which was adopted.

Mr. Burgess proposed the following :

To come in at the end of the 4th section :

"Provided, That the said commissioners, before they pro-
ceed to purchase sites for said warehouses, and before they
proceed to enter into contracts for erecting said warehouses,
they shall open proposals for the purchase of said sites, and
the erection of said warehouses, setting forth the number of
contiguous lots, together with the warehouses to be built
thereon, and all the necessary specifications relative thereto,
as also the day when said proposals shall be opened, and the
contract or contracts awarded, and the said contract or con-
tracts shall be awarded to the lowest responsible bidder, for
the erecting of said warehouses, and the lowest offer per foot
for the fee simple title to said lots upon which said warehouses
may be erected ;"

Which was concurred in.

Mr. Briscoe proposed the following amendment:

Insert in the fifth line of section 9, after the word "exceed-
ing," " four dollars per day while actually engaged in their
duties aforesaid ;''

Which was adopted.

The said bill, as amended, was then read the second time,
and by special order the third time, and passed by yeas and
nays as follow :
