544               JOURNAL OF PROCEEDINGS [Feb. 24,

Mr. Legg proposed to amend the amendment of Mr. Comp-
ton by striking out the words, "the owners of land," and in-
sert "any citizen of any county;"

Which was not concurred in.
On motion of Mr. Compton,

The vote by which the amendment proposed by Mr. Legg
was lost was reconsidered;

The question then recurring upon the motion to strike out
the words, "the owners of land," and insert, "any citizen of
any county;"

It was concurred in.

Mr. Denison, of Baltimore county, moved a suspension of
the rules to reconsider the sixth section;
Which was not concurred in.

The bill, as amended, was then read the second time, and
by special order the third time, and passed by yeas and nays
as follow:
