The House then took up for consideration the unfinished
business of yesterday, being one of the series of Mr. Jacob's
bills:

A bill entitled, an act to amend the 65th article of the code
of public general laws, by repealing the 41st, 42d, 43d, 44th,
45th and 46th sections, providing for an act regulating the
manumission of slaves; the 61st section, forbidding the as-
sembling of negroes for religious purposes; the -30th section,
which punishes the allowing slaves to go at large; the 47th.
48th, 49th, 50th, 51st, 52d, 53d, 54th sections, which pro-
hibits and punishes the immigration of free negroes; and the
75th and 76th sections, prohibiting negroes to keep dog or
gun; and to substitute therefor the following sections in lieu
thereof, and also to add to the said article the following sec-
tions, punishing the teaching of negroes; prohibiting negroes
to be from their masters' houses without a pass, and provid-
ing for making a census, sale and hire of free negroes in this
State, and authorising free negroes to renounce their free-
dom;

Said bill being upon its second reading;

Mr. Burgess called for the reading of the bill for informa-
tion;

Which was read.

Mr. Burgess called for the reading of printed House bill
No. 44, for information.

Which was also read.

Mr. Burgess moved to substitute bill No. 44 for Mr. Jacobs'
bill;

Pending the discussion of which,
On motion of Mr. Morgan,

The House took a recess until half-past four o'clock.

At four and a half o'clock the House met, and resumed the
consideration of Mr. Jacobs' bill.

The question being upon the substitute proposed by Mr.
Burgess;

Pending the consideration thereof,

On motion of Mr. Gordon,

The rules were suspended to enable him to offer the fol-
lowing:

Ordered, That five hundred copies of the evidence in the
case of Judge Stump be printed for the use of this House;
Which was adopted.
