The rules were suspended and the House took up for con-
sideration a bill entitled, an act to amend the tenth section of
the forty-fourth article of the code of public local laws, which
fixes the pay lor the support of pauper lunatics, in the Mary-
land Hospital, by reducing the amount to be paid for negro
lunatics in said hospital;
Said bill being upon its second reading,
Mr. Denison, of Baltimore city, moved to strike out the
enacting clause;
