therefor the following sections regulating and restraining the
issuing of such licenses;

Said bill being on its second reading, when
Mr. Briscoe offered the following order:

Ordered, That bill No. 27 be recommitted to the commit-
tee on Colored Population, with instructions to report a bill
in conformity to the sense of this House as expressed by its
votes on said bill on yesterday.

Which was adopted, and the bill was recommitted.
On motion of Mr. Burgess,

The rules were suspended to enable him to report a bill en-
titled, an act to repeal sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10,
11, 12, 13, 14, 15, 16, 17, 18, 19 and 20 of article 19 of the
general public laws;

Which was read the first time, and by special order, a second

time.

Mr. Burgess moved a suspension of the rules to put the
bill upon its third reading;

Mr. Chaplain moved that the bill lie over under the rule,
and be printed;

Which was not concurred in.

The question then recurring on the motion of Mr. Bur-

gess,

It was sustained, and

The bill was then read the third time, and passed by yeas
and nays as follow:
