The said bill was then sent to the Senate.
The Speaker laid before the House the report of Thomas
Gardner, clerk of the Criminal court, in response to an or-
der of the House;
Which was read and referred to the committee on Ways
and Means.
Also, the following message from the Executive:
Executive Chamber,
Annapolis, February 15, 1860.
To the House of Delegates:
Gentlemen: I have been informed to-day by a committee
of your House that you have adopted an order reciting that,
"whereas, it appears from the public press of the country,
that the Governor of Maryland has placed this State in a
false position by presenting his congratulations to Mr. Pen-
nington, of Now Jersey, a black republican, upon his election
to the distinguished position of Speaker of the House of Re-
presentatives, and directing a committee, appointed by the
Speaker, to inquire of the Governor whether his congratula-
tions were presented at all, and, if so, whether privately or
officially?"
I cannot admit the right of the House of Delegates to make
such inquiry; and the respect which, in my opinion, ought
to be observed by each department of the Government to-
wards every other, precludes me from returning any answer
to such a message, other than to acknowledge its receipt.

The House then took up for consideration the unfinished
business of yesterday, being the bill entitled, an act to repeal
the 21st , 22d, 23d, 24th, 25th and 26th sections of the 55th
article of the code of public general laws, regulating the
issuing of licenses to hawkers and pedlars, and to substitute
