42             JOURNAL OF PROCEEDINGS [Jan. 10,

Mr. Miller, Chairman, made the following
                                   REPORT:

The committee on the rules for the government of this
House, beg leave to report, that they recommend the adoption
of the rules of the last House of Delegates, with the exception
of rule number forty-six, which said forty-sixth rule they
propose, should be so altered and amended so as to read, all
bills reported to this House by a committee of a general char-
acter, shall be printed in bill form; but bills of a local charac-
ter shall not be printed, unless ordered by a special vote of
the House.              Respectfully,

W. R. Miller, Chairman.
On motion Mr. Jacobs,

Leave was granted to the committee on Colored Population
to report a bill on the colored population of this State.

On motion of Mr. Kessler,

Leave was granted the committee on the Judiciary to report
a bill to make valid a deed from George Hoffman and wife,
to Henry Hoffman.

On motion of Mr. Coudy,

Leave was granted the Washington county delegation to
introduce a bill to form a new election district out of No. 4
and 5, Washington county.

On motion of Mr. Griffith,

Leave was granted the Montgomery county delegation to
present a bill to increase the constables' fees in Montgomery
county.

On motion of Mr. Durant,

Leave was granted the committee on Claims, to introduce
a bill to refund to Lemuel Hayden, of St. Mary's county, a
sum of money erroneously paid into the Treasury.

On motion of Mr. Bryan,

Leave was granted the Prince George's county delega-
tion, to introduce a bill for the better regulation of the free
school system in Prince George's county.

Mr. Morgan offered the following :

Ordered, That when this House adjourns, it adjourn to
meet hereafter at 11 o'clock, A. M., except Mondays, and on
that day to meet at 12 o'clock, M., until otherwise ordered.

Which was adopted.
