and make a thorough investigation into the affairs and condi-
tion of the State Tobacco Warehouses, and that they have full
power to send for persons and papers, and examine witnesses
under oath if necessary, and report to this General Assembly,
such legislation in reference thereto as may be necessary.

On motion of Mr. Morgan,

The order offered by him, in regard to State Tobacco Ware-
houses, was rescinded.

Mr. Morgan proposed the following Message:

By the House of Delegates,

January 10, 1860.
Gentlemen of the Senate :

We have received your message proposing a Joint Com-
mittee, to consist of three members from each House, to pro-
ceed to the city of Baltimore and make a thorough investiga-
tion into the affairs and condition of the State Tobacco Ware-
houses, and that they have full power to send for persons and
papers and examine witnesses under oath if necessary, and to
report to this General Assembly, such legislation in reference
thereto as may be necessary, and concur therein.

We have appointed Messrs. Morgan, Bryan and Stake, as
members of said committee, on the part of this House.

Which was read and sent to the Senate.

The Speaker appointed the following additional Committee
on Oysters:

Messrs. Miller, of Cecil, Rasin, of Kent, Starkey, of Queen
Anne's, Straughn, of Caroline, Chaplain, of Talbot, Dennis,
of Somerset, Holland, of Dorchester, Landing, of Worcester,
Wilson, of Harford, Turner, of Baltimore city. Hunter, of
Baltimore county, Welch, of Anne Arundel, Briscoe, of Cal-
vert, Durant, of St. Mary's, Burgess, of Charles, Wootton,
of Prince George's.

On motion of Mr. Jacobs,

Leave was granted the committee on Militia to report a bill
on the militia organization of this State.
