MONDAY, February 13, 1860.

The House met pursuant to adjournment, and was opened
with prayer by the Rev. Mr. Thrush.

Present at the call of the roll the following members :

Messrs. Kilbourn, Speaker, Durant, Morgan, Rasin, Med-
ders, Briscoe, Compton, Burgess, Ford, Denison, of Baltimore
county, Jones, of Talbot, Chaplain, Dennis, of Somerset,
Long, Lawson, Linthicum, Keene, Holland, Wilson, of Cecil,
Miller, Bryan, Wootton, Jones, of Prince George's, Legg,
Starkey, Jacobs, Landing, Dennis, of Worcester, Kessler,
Claggett, Johnson, Naill, Straughn, Goldsborough, Booze,
Seth, McAllister, Turner, of Baltimore city, Coudy, Eakle,
Brining, Freaner, Stake, Harding, Gordon, Beall, McCleary,
Roop, Mills and Brown.

The proceedings of Saturday were read.

Mr. Ford presented a petition from sundry citizens of Balti-
more, praying the passage of a bill to make the salaries of
officers of the city of Baltimore and the State liable to at-
tachment;

Referred to the committee on the Judiciary.

Also, a memorial and remonstrance from the Patapsco com-
pany, against a grant of a charter to incorporate the Curtis'
Creek Bridge company;

Referred to the committee on Corporations.

Mr. Brown presented a memorial from fifty-eight citizens
of Ellicott's Mills, against the Baltimore and Ohio Rail-
road;

Referred to the special committee on that subject.

Mr. Turner, of Baltimore city, presented a memorial from
one hundred and fifty-nine citizens of Baltimore, praying
that no charter be granted to any railway company in Balti-
more that would charge an excess of three cents per head on
passengers;

Referred to the committee on Corporations.

Mr, Eakle presented a petition from seventy-six citizens of
Williamsport, in Washington county, against the passage of
