On motion of Mr. McCoy,

Leave was granted the committee on Corporations to in-
troduce a bill to confer corporate powers upon the purchaser
or purchasers of the Elkton, Andora and Lewisville Plank
Road, and its revenues.

Mr. McAllister offered the following:

Ordered, That the Treasurer of the State be requested to
communicate to this House, on or before the 20th instant, the
returns or a copy of the returns made to him by any and all
officers of this State, under and in obedience to the provisions
of the first section of the tenth article of the Constitution,
said return to embrace the last five years.

Which was adopted.
On motion of Mr. Barnard,

Leave was granted the committee on Ways and Means to
introduce a bill, to reduce the salary of the superintendent of
the National Road, in Allegany county.

Mr. Holland, from the committee on Colored Population,
made the following minority report:

A bill entitled, an act to amend the 65th article of the
code of public local laws, by repealing the 42d, 43d, 44th,
45th, 46th, 47th, 48th, 49th, 50th, 51st, 53d, 55th, 56th,
57th, 58th and 59th sections of said article, and inserting in
lieu thereof, the following sections providing agents for the
management of free negroes, and prescribing their powers
and duties; prohibiting manumission and the acquiring of
land by free negroes, or granting license to them, and for-
bidding and punishing the immigration of free negroes;

Also, the bill entitled, an act to repeal the 19th article
of the code of public general laws, which provides for the
appointment of managers for the removal of free negroes,
prescribes their powers and duties, and the mode of their ex-
ercise;

Which were severally read the first time.

Mr. Morgan, from the committee on Agriculture, reported
favorably on the bill entitled, an act to amend article 17 of
the code of public general laws, by adopting the following
sections, and repealing sections one and two of the aforesaid
article, relating to the agricultural chemist;

Also, on the bill entitled, an act to amend the fourth ar-
ticle of the code of public local laws, by amending the 376th
section thereof by adding thereto a provision requiring the
