Mr. McCleary proposed the following amendment:
Substitute for the 16th section, the following :

"Section 16. No perron shall be appointed to any office
under the provisions of this bill, who is in favor of the doc-
trine of squatter sovereignty, or of the irrepressible conflict
doctrine of William H. Seward, or of the election of said
Seward to the Presidency of the United States."
