We have received your message asking the return of the
resolutions of Mr. Jacobs, relative to Thomas Garrett, and
herewith return the same.

The hour having arrived for taking up the order of the
day,
The House took up for consideration the bill entitled, an
act to repeal the 706th section of the 4th article of the code
of public local laws, which gives to the mayor of the city of
Baltimore, the judge of the Criminal court of Baltimore,
and the judge of the Superior court of Baltimore, the power
to order out the militia;
Said bill being upon its second reading,
Mr. Krafft moved to strike out the enacting clause;
