So the motion to strike out the enacting clause was lost.

The second reading of the bill was then resumed.

Mr. Chaplain proposed the following amendment:

After the words "normal class" 12th line, insert the words
"and also a room, board, fuel and lights, shall he provided
for such of said pupils by said trustees."

Mr. Chaplain moved to lay the substitute upon the table;

After the word "whatever," at the end of the 12th line,
add, "and that no part or portion of said money as mentioned
in the preceding section, shall be paid until the direct tax of
the State is paid off."
