Mr. Gordon, from a joint select committee, submitted the
following

                              REPORT:

The committee on the Constitution, on the part of the Sen-
ate, and the committee on the Judiciary, on the part of the
House, beg leave to submit the following report:

That, as required by the action of both Houses, they have
examined with care the modification and changes necessary to
make existing legislation conform to the provisions of the
Constitution, and the Code, as adopted; and, as the result of
their consultation, submit the following forms, by which leg-
islative proceedings shall hereafter be conducted :

The Constitution requires that an Act should embrace but
one subject, and that shall be described in the title (see 17th
section of 3d article.) This applies to bills after the adoption
of the Code, as well as before; therefore, every bill should
describe its subject in its title. By the same section, after the
adoption of the Code, all laws passed shall be in articles and
sections to suit the Code. Some alteration in the titles of bills
will be required, when the following forms, or forms to the
like effect, would suit:

A Bill entitled, an Act to add a new Article to the Code of
Public General Laws (for whatever may be the subject).

Be it enacted by the General Assembly of Maryland, That
the following Article be added to the Code of Public General
Laws :

Section 1.

Section 2, and so on.

2.

[A Form where an Article is to be amended by adding new sec-
tions.]

A Bill entitled, an Act to add the following sections relating

to (here describe the subject of the sections) to Article------

of the Code of Public General Laws.

Be it enacted by the General Assembly of Maryland, (here
state the subject, under sections, numbering them 1, 2, &c.)
