Ordered, That it be entered on the Journal that B. C. Neff is
detained from his seat on account of indisposition.               

On motion of Mr. Hall,

Leave was granted to the Committee on Judiciary, to intro-
duce a bill to carry into effect the 49th Section of Article 3rd of
the Constitution, in regard to the forfeiture and penalties against

On motion of Mr. Daniel,
Leave was granted to a Select Committee of Messrs. Daniel,
Waters and Brooke to introduce a bill designating before whom,
when and where, the Governor shall take the oath of office.

On motion of Mr. Askew,               

Ordered, That seventy five copies of the Comptroller's
Report of the Treasury department for the fiscal year ended 30th
September 1854, be purchased for the use of this House.

On motion of Mr. Daniel,

Leave was granted to the Somerset county delegation to intro-
duce a bill to authorize William T. G. Polk, of Somerset county,
administrator of Arnold Cottman, free negro, to execute a deed
of manumission for certain slaves therein mentioned.

On motion of Harrington,                                               

Leave was granted to the Committee on Corporations to intro-
duce a bill entitled, an act to incorporate the Baltimore Steam
Towing Company.                                                                     

Mr. Stone from the Committee of Claims made a minority re-
port unfavorable to the bill for the relief of James Sparks.

On motion of Mr. Partridge,                           

The report was laid on the table for one day.

Mr. Goldsborough from the Select Committee reported a
bill entitled, an act appropriating a sum of money for the use of
John Palmer;

Which was read the first time, and referred to the Committee on

Claims.                                     

Mr. Stubbs reported a bill entitled, an act for the protection of
sheep by taxing dogs in Cecil county;

Which was read and referred to the Committee on Agriculture.

Mr. Partridge called up the resolution offered by him on the
18th inst.;                                                                                 

The said resolution was then read the second time;
Mr. Partridge offered the following amendment;
