demned, as it seriously impairs the value of those books. All
that the Committee can recommend at this late stage of the ses-
sion, is that the Librarian be directed to make such exchanges of
volumes with the publishers of the Maryland Chancery Decisions
as will complete and perfect the sets of said books in the State
Library, and in the hands of the publishers.                       

The condition of the State Library is, in the opinion of your
Committee, very disorderly, resulting partly from a want of pro-
per care and systematic arrangements, and partly from a want of
room. They regret that at this late stage of the session, they
are unable to recommend such legislation as would put the Li-
brary upon a proper fooling of efficiency and accountability. It
is perhaps the duty of the Committee to call the attention of the
House to the fact that the State Library is at present in the hands
of a person, who has never, legally qualified or bonded for the dis-
charge of the duties of Librarian, and who now simply holds the
office and performs its duties by a possessory title, being wholly
irresponsible to the State for the safety of its property in his
hands.

The report of the State Librarian to the Committee of the Sen-
ate and House, is also presented and in the hands of the com-
mittee of the Senate, and accompanying statements of his accounts
with Messrs. Cushings and Bailey of Baltimore, and Messrs. T.
& J. W. Johnson, of Philadelphia.
