"Sec. 6. And be it enacted, That this act shall take effect
from and after its passage."                               

Amendment assented to.                                

Mr. Harris offered the following amendment:           

"Sec. 5. And be it enacted, That the provisions of this act
shall not apply to St. Mary's, Charles, Prince George's, Talbot,
Washington, Dorchester, Caroline, Calvert, Allegany, Somerset
and Worcester counties;"
