The vote just taken was reconsidered, and                 

On motion of Mr. Wickes,

The said bill was made the order of the day for 1 o'clock on
Wednesday, the 5th inst.

On motion of Mr. Heath,

The rules were suspended to take up bills 315 and 316.

A bill entitled, an act to provide for the completion of the Court
House, and other appropriate buildings, in Baltimore county, and
to provide for the payment of contingent expenses incurred in the
erection of the same by the Commissioners, under the act of
1854, chapter 144;                                     

Was read the second time.                                    

Mr. Rankin offered as a substitute a bill entitled, an act to
amend an act passed at January session 1854, chapter 144, enti-
tled, an act to provide for the erection of a courthouse, and other
appropriate public buildings in Baltimore county;          

The question now being upon the substitute;
                             

Mr. Rankin called for the yeas and nays;

Which was determined in the negative as follows:
