On motion of Mr. Wilson,

The rules were suspended to take up a bill entitled, an act to
amend an act entitled, "an act to regulate the issuing of licenses
to Traders, Keepers of Ordinaries and others;

Mr. Hall moved to strike out the enacting clause;
Which was determined in the negative.
Mr. Abbott moved to strike out Baltimore city;                 

Which was determined in the negative.                               

Mr. Stone offered the following amendments :                   

Add in 4th line, section 2nd, after "individuals" add "and
designate the places where retailers shall not sell;"

In 5th line, same section, after "individuals" add, "and desig-
nate the places where retailers shall not sell;"

Which were adopted.                                                               

The said bill was then read the third time, and rejected by yeas
and nays as follows :
