The further consideration of the report was laid over informal-

ly.

Mr. Heath from the Committee on Education, reported unfa-
vorably on a bill entitled, an act to amend an act entitled, an act
to amend and modify the Primary School system of Charles
county;

The further consideration of the Report was postponed unlit
Tuesday the 4th instant.             

Mr. Lawson reported a bill entitled, an act to authorize a sin-
gle Justice of the Peace to bind out apprentices in Somerset
county;                             

Which was read the first time.

Mr. Rankin reported a bill entitled, an act to amend an act
passed at January session 1854, chapter 144, entitled, an act to
provide for the election of a Court House and other appropriate
public buildings in Baltimore county;

Which was read the first time.
On motion of Mr. Rankin,

The said bill was made the order for Tuesday, the 4th inst., at
1 o'clock.

On motion of Mr. Abbott,

The rules were suspended to reconsider the rote upon the un-
favorable report of the Committee on Internal Improvements upon
the bill in relation to the opening of the Green Spring Avenue;
and made the following                                       

REPORT.

The undersigned, constituting a minority of the committee
upon Internal Improvements, to whom was referred the subject
of the charter to incorporate the Baltimore and Green Spring Av-
enue Company, beg leave respectfully to report:

That they have given the subject a full, fair, and candid inves-
tigation, and are of opinion that the prayer of the Memorialists
ought to be granted, some of the reasons for which conclusion,
they herewith submit.

The Memorialists in their petition alledge, that their comfort and
convenience would be promoted by the construction of this road,
because there is no public highway communicating with their
farms and residences, and accessible to them. That they are
willing to construct a good McAdamized road passing through this
district of country out of their own means, provided the Legisla-
ture will give them an act of incorporation. That at least, many
