522 Journal of proceedings [Feb. 29,
Delaware. The wants of trade will soon urge the opening of
this route, although it presents great topographical difficulties,
the high grades to be overcome, being altogether unfavorable to
the transportation of heavy articles.
We believe the passage of the Metropolitan Railroad bill at the
present session, settles all the questions which have been raised by
the "Tide Water Canal Company", as regards the charter of the
proposed road.
All the objections raised against the Metropolitan road are the
same that have been urged against the Columbia and Port De-
posite road, with the difference that the former will carry trade
out of the State, while the latter will transport it within it; and
we incline to the opinion that the Legislature cannot grant the
one and withhold the other, without being amenable to the charge
of partiality,
All of which is respectfully submitted,

E. A. ABBOTT.

vember session 1809 chapter 22, not being able to concur in the
views entertained by a majority of said committee, begs leave to
give his views on the subject by a minority report.
It cannot be denied that ever since the adoption of the Federal
Constitution in the election of the Governor by the Legislature, the
incumbent was chosen alternately from the Eastern and Western
Shore of the State; and it is equally certain that in the selection
from the Western Shore the choice has, with one exception, been
confined to Baltimore city, and the counties of Anne Arundel,
Prince George's, Charles, Calvert, and St. Mary's, to the entire
exclusion of all the counties north and west of the above named
city and counties, thus depriving the Western Shore of honors
