Mankin, and after a free interchange of views, a committee was
appointed consisting of
Major Gen. Steuart, Baltimore county,
Brig. Gen. Tilghman, Talbot county,

Colonel McKaig, Allegany county,
Major Wilkins, Kent county,
to take the subject into further consideration, and to report to a
subsequent meeting to be held the following evening.
The subsequent meeting was accordingly held on Saturday
evening February 9th: Major Gen. Steuart, in the Chair, and
Capt. Valette, Secretary; when the committee reported, and after
a full discussion, the meeting with great unanimity adopted the
following, and directed Brig. Gen. Mankin to present the same to
the Military Committee.
The convention of officers of Maryland Militia, most respect-
fully recommend to the military committee of the Legislature, the
following organization of the Militia of the State as required by
the 9th article of the constitution.
1. The annual enrolment by the sheriff of the city of Baltimore,
and of the several counties of all the citizens of the State with
the usual limitations and exceptions.
2. The imposition of a fine of $100 annually, upon every enrolled
citizen, who does no militia duty, either as an officer, in the dis-
trict regiments, or as an officer, or private of volunteers, with the
power of remission, for adequate cause, and the privilege of com-
muting said fine, upon the payment of seventy-five cents, at the
time of enrolment.
3. The organization of all officers of district regiments, into com-
panies, and the full equipment and drill of such officers.
4. The division of the State, into company, regimental, brigade,
and division districts—the company and regimental officers to be
elected by the enrolled citizens; each brigade to consist of four
regiments, and each division of two brigades; each regiment to
consist of ten companies of as nearly 100 men as possible.
5. The whole fund collected for fines of enrolled citizens to be
paid into the Treasury of the State, and to be paid to the volun-
teer companies of the State, and to the companies of organized
officers, in proportion to the numbers produced by each, with a pro-
portionately larger allowance to Artillery Companies, conditioned
of course upon compliance with law.
6. That the uniform of all volunteer companies hereafter formed,
of all officers of district companies, and of all General, Field and
