Also, delivered a bill entitled, an act to provide for the com-
pensation of Henry W. Archer, for legal services rendered the
State, by the appointment of the Governor, in the prosecution of
Robert Swift for the murder of Jeremiah Kilhour;           

Which was read the first time, and referred to the committee
on Claims.                                                                        

On motion of Mr. Rankin,
The rules were suspended, and it was

Ordered, That the Committee on Judiciary be requited to re-
port to this House on to-morrow with regard to the rates of tolls
and charges on the Northern Central Rail Road.

A bill entitled, a supplement to an act entitled, an act authori-
zing the Comptroller of the Treasury to pay to Oelricks & Lur-
man, the amount of coupons lost in the United States Mail Stea-
mer Arctic;                                                                     

Was read the second time; and
On motion of Mr. Scott,

Three fourths of the members concurring, the said bill was then
read the third time and passed by yeas and nays as follows :
