On motion of Mr. Kildow, the bill passed yesterday, entitled, an
act for the relief of James Owens, of Allegany county, was recon-
sidered to the second reading thereof;
Mr. Kildow then offered the following as an additional section
to said bill:
Sec. 2. And be it enacted, that this act shall take effect from
the date of its passage.
