Or if this be riot true, still your committee believe, under the
constitution the right is reserved to alter or amend such act, and
that this power ought to be called especially into exercise if the
charge be true as alleged, that discrimination has been made
against the interest of the State and citizens of Maryland.

Your committee therefore submit with this report the accompa-
nying bill to carry into effect their views, and recommend the
passage of the same.
