Be it enacted by the General Assembly of Maryland, That, from and after the passage of this act it shall not be lawful for the clerks of the several circuit county courts of this State, or the clerk of the Common Pleas of, Baltimore City, to issue license to join in marriage any male under the age of twenty one years, or female under the age of sixteen years, under a penalty of five hundred dollars, unless by the written consent of the par- ent or guardian, if any, attested by two credible witnesses of the
