The Resolution commendatory of Dr. Elisha Kent Kane and

the Arctic Expedition,

Was read the second time,

Adopted, and sent to the Senate.

Resolution for the appointment of a committee to examine and
destroy cancelled bonds of coupon certificates of interest which
have been paid,                                       

Was read the second time,

And adopted.                                                             

On motion of Mr. Lester,

The vote just taken was reconsidered and postponed until Sat-
urday the 23rd inst.

Petition of James Harmanson and twenty-six other citizens of
Worcester county, praying the Legislature to remit a certain fine
imposed upon, said Harmanson by the Circuit Court of Worces-
ter county.

Which was reported unfavorably on by the Committee on
Claims.                    

And the report concurred in.

The order of the day being the bill entitled, an act to prohibit
the clerks of the several circuit courts of the counties of this State,
and the Superior Court of the City of Baltimore, from issuing li-
censes to join in marriage males under the age of twenty one
years, and females under the ago of sixteen years, without the
consent of the patent or guardian of such persons;

Mr. Daniel offered the following as a substitute for the first sec-
tion:                  

Be it enacted by the General Assembly of Maryland, That,

from and after the passage of this act it shall not be lawful for

the clerks of the several circuit county courts of this State, or

the clerk of the Common Pleas of, Baltimore City, to issue

license to join in marriage any male under the age of twenty one

years, or female under the age of sixteen years, under a penalty

of five hundred dollars, unless by the written consent of the par-

ent or guardian, if any, attested by two credible witnesses of the
